On the basis of various documents of the Austrian Ministry of the Interior Affairs and of the Third Corps Command in Graz the author presents the observations of the Austrian civic and military power about the political influence of the Balkan Wars in 1912—1913 upon the Slovenes, and in connection with this also various measures taken by these authorities. It was not without surprise when the Austrian authorities saw that the Slovene national and the »Serbophile« (i. e. Yugoslav state) movements are being strengthened under the influence of victories of the Balkan allies. As a reaction against this the Austrian authorities began with a stronger oppression and with preparations for a wide repression of Slovene national endeavours. Already in the years 1912—1913 it is possible to find all the ele^ ments and characteristics of future persecutions in the documents written at that time, what shows that persecutions performed at the beginning of the First World War were not improvised or caused by the fevereshnesa and nervousess of the first weeks of war, but that this was a »settlement« planned ahead.
