Special Significance of Archives as Seen in the Example of the Restitution of the Archives from Russia

Description

The article describes events Crelated to the Nazi confiscation of archives in Germany and in occupied territories before and during World War II. In 1945, a significant number of these archives were transferred from Germany to the Soviet Union, where they were re-discovered in 1990. The article presents discussions on archival restitution and describes how someof the archives were returned from Russia to the country of their origin. The article also attempts to answer the question why of archival restitution has been significantly more successful than the restitution of works of art and museum objects.

      • Članek predstavlja dogajanja, povezana z arhivi, ki so jih zaplenili nacisti pred in med drugo svetovno vojno v Nemčiji in na okupiranih ozemljih. Velik del teh arhivov je bil nato leta 1945 premeščen iz Nemčije v Sovjetsko zvezo in ponovno odkrit leta 1990. Predstavljene so razprave o arhivski restituciji in vračanje iz Rusije v države nastanka. Restitucija arhivov je bila v tem primeru bistveno uspešnejša kot restitucija drugih umetnin in muzealij. Članek poskuša najti odgovor tudi na to vprašanje.

      • Der Beitrag behandelt die Archivrestitution amBeispiel der Rückgabe des größtenteils während desZweiten Weltkriegs von den Nationalsozialisten beschlagnahmtenArchivmaterials, das 1945 von densowjetischen Truppen in die Sowjetunion geschafftwurde und ins 1946 gegründete geheime Sonderarchivin Moskau gelangte. Das betreffende Archivgutwar erst 1990 entdeckt worden und ist seit 1992meistenteils öffentlich zugänglich. Restitutionsverhandlungenführten zur Rückgabe des Archivmaterialseinzelner Staaten. Frankreich erhielt einenTeil der Archive schon 1994 zurück, daraufhinwurde die Restitution von Seiten der Duma eingestellt.1998 beschloss die Duma ein Gesetz überdie Kulturgutrestitution, das im Jahr 2000 novelliertwurde. In den folgenden Jahren wurde Archivmaterialan Frankreich, den Niederlanden, Belgien,Luxemburg und dem Rothschild-Familienarchivzurückgegeben. Schon in den 1990er Jahren wurdeArchivmaterial dem Fürstentum Liechtenstein undGroßbritannien restituiert, Verhandlungen andererStaaten sind noch im Gang und haben schon erstepositive Ergebnisse gezeitigt, wie etwa im FallÖsterreichs. Die Verhandlungen über die Rückgabeder Archive an Polen und Deutschland sind einstweilenergebnislos. Die Beispiele zeigen, dass dieArchivrestitution im Vergleich zu den fortgeschafftenKunstwerken und Museumsstückenwesentlich erfolgreicher verläuft.
