The period from the end of World War II to the adoption of the Yugoslav Federal Constitution and the constitutions of die republics in April, 1963 is characterised by dynamic changes in the constitutional field, and, even more, in the administrative and territorial field. In the administrative and territorial field we can follow the shaping of numerous regulations which defined the jurisdiction of local, regional and district, and for some time, also government administrative solutions. The responsibilities of government committees i.e. the so-called People's Committees, were defined by the Federal Constitution of 1946, the Constitution of the Republic from 1947, two (both federal and republic) constitutional laws from 1953, and several other laws governing the operations and responsibilities of these People's Committees. These committees gradually introduced a municipal form of exercising power on the lowest administrative levels. The 1950s were also the period in which the self-management system was introduced as a specific Yugoslav form of management of the administration and the economy. The changes that took place in mid-1955 were also very important, since they introduced the so-called Communal system in Slovenia and Yugoslavia, by which large municipalities (also called Communes) which had a relatively large amount of autonomy in the field of economics, were established. In 1963, these Communes were introduced in the Federal Constitution, as well as in the constitutions of all the republics. On the territory of Slovenia, the municipalities/communes which were formed until the adoption of the constitutions of 1963, underwent very few changes until the establishment of the new municipalities at the end of 1994.
