After the reorganisation of the District Board of Celje, the so-called District Chieftaincy of Laško was established on 22nd April 1922 with jurisdiction over the judiciaries of Laško and Radeče. The District Chieftaincy was renamed the District Head Office of Laško in 1929 and operated under the authority of the Ljubljana District Board. The establishment of the new district raised the question of the location of its new headquarters. The Trbovlje Municipality was of the opinion that the headquarters of the new administrative authorities should be located in the district's centre of economic, social and cultural life. Such a centre of the Laško district could only have been Trbovlje, since the Trbovlje Municipality contained half of the Laško district population and encompassed more than the whole judicial district of Radeče, as well as providing 80 per cent of the district's tax revenues. These demands were expressed by the Municipality from 1921 to 1927 in numerous petitions addressed to the higher authorities in Ljubljana. The Municipality's efforts, however, were not successful, as, at a session held on 29th April 1927, the Ljubljana District Assembly decided to establish a political branch office for the Trbovlje Municipality, which would be under the jurisdiction of the District Chieftaincy of Laško. Since the Municipality wished to spare its clients from Hrastnik and its surroundings the long road to Laško or Trbovlje, and since the administrative business operations of the District Chieftaincy of Laško were on the constant increase, the Municipality wanted to organise a working day in Hrastnik once a month - in addition to the existing working day of the District Chieftaincy in Trbovlje.
