In the Republic of Slovenia, access to information and documents produced by public legal
persons has been governed by the Personal Data Act, the Classified Information Act, the Copyright
Act and the Access to Public Information Act since 1991. In most cases, these regulations comply with
the instructions of the Council of Europe and EU directives. The Companies Act governs the
protection of business secrets. Procedures of document use are governed by the Administrative
Procedure Act, the Judicial Code and many other regulations for different areas, including the
Regulation on public administration management, documentary materials and other regulations
relating to records management.
Access to and use ofpublic archive material which is a part of cultural heritage are governed by
the Archives Act, the Rules on Use of Public Archives and internal rules of individual public archives.
Archive regulations govern particularly the protection of classified information in public archives,
personal information and information relating to the privacy of individuals. The access to Public
Information Act, that came into force in April in 2003, violently and unprofessionally interfered with
the Archives Act and abolished different uses for public archive material, and in particular, abolished
the need to state any legal interest when legal and natural persons use this material.
