Dr. Karel Verstovšek, as the Commissioner for Instruction and the Worship of God in the Land Government for Slovenia, had established an entirely new school administration in Slovenia, led the Slovenisation of secondary and - particularly in Styria to a great extent of - German elementary schools and expanded the network of elementary, secondary and vocational schools in Slovenia. The most significant accomplishment of his endeavours was the political prerrangement and the establishing of preconditions for the preparations for the establishment of the first Slovenian University in Ljubljana in 1919.
