During the time of Austria or Austria-Hungary, two types of state security forces had been active in our territory, security or police constables from 1793 and gendarmes from 1850. Both security forces acquired important and indelible elements of profession in the imperial era from the mid-19th century. This was difficult as, in the beginning, the imperial state security forces were laying the groundwork for progress in this field. Gendarmerie was present, at the time, only in Lombardy, with head offices established in Milan, and responsible for Lombardy, South Tyrol, and free country called Krakow, occupied by Austria since 1846. Post-revolutionary France, in particular gendarmerie there, served as an example. This was connected to respective social events in Slovenian territory and wider within the borders of the state, which included the territory of Slovenia today.
