In this article the author resumes two reports written on the occasion of the negociatlons for the introduction of the cultural autonomy of the Slovene minority living in the Austrian Carinthia. They were written by the then district school councillor for the region of Carinthia Johann Benda, and the governmental councillor Franz Ratzer. As to the content's, the reports complete each other: while the first is about the existing state of the school system of minority, the second deals with its legal regulation.
