In the second half of the 19th Century the government in a great deal took over care for the poor from the Church. The state and provincial law in the Habsburg Monarchy did regulate that field but the execution in the financial sense as well was the problem of the communities. In the community of Kranj there was for social purposes a fund for the poor. Part of thè money for the fund čame from communal incomes, but the most of it were charity contributions of the citizens. From that fund, which was managed by the community council, regular (monthly) subventions were paid to the community poor. Beside that there was in Kranj an alms-house that did not cover the town's needs and later an orphanage. Despite the growing care for the poor beggars were in Kranj at the end of the 19th and at the beginning of the 20th centuries part of the everyday view of the town.
