The old Lower Carniolan church centres Raka at Krško and Dolenjske Toplice are in the article called the forgotten boroughs as the historiographic and homeland literature have completely omitted them. The reason is in their late origin (Raka at the beginning and Toplice only at the end of the 17th Century) and particularly in the early extinction of the naming borough (middle of 18th Century). Interesting is the fact that the both boroughs had their own borough judges and a limited own administration which is otherwise not typical for all older boroughs. But except in the eyes of the locai landlords the mentioned boroughs were outwards not recognised as such. They were considered villages. The most powerful locai landlords "half legally" kepi their borough status, with Raka the domain Kostanjevica and with Dolenjske Toplice the Auersperg princes: They ceased with the Theresian administration reforms.
