The proposal of a uniform classification plan for classifying cultural institute archives includes completepaper anddigital archives of culturalinstitutions
owing to progressive transition to an electronic management of archives and
electronic keeping of archives in digital form in accordance with International
Standard ISO 15489 – Records management, European Commission MoReq recommendation (Model Requirements specification for electronic records management systems), Decree on administrative operations (Official Gazette of the
Republic of Slovenia Nos 20/05, 106/05, 30/06, 86/06, 32/07, 63/07, 115/07,
122/07, 31/08, 35/09, 58/10, 101/10 and 81/2013), Protection of Documents
and Archives and Archival Institutions Act (Official Gazette of the Republic of
Slovenia Nos 30/2006, 24/2014 and 51/2014), Decree on Protection of Documents and Archives (Official Gazette of the Republic of Slovenia, No. 30/2006),
Unified Technological Requirements for Digital Recordkeeping, version 2.1, and
Rules on determining the Keeping Period of Archives in the Public Administration (Official Gazette of the Republic of Slovenia, no. 52/2009) which require
the classification of comprehensive documentation by subject and specification the keeping period. Plan structure is based on business functions or rather
breakdown of activities of cultural institution and not on the basis of framework
of the classification code plan contained in the Annex of the Decree on Administrative operations whereas it includes excessive administrative content and not
enough specific documentation or documentation inherent to cultural institutions. Furthermore, cultural institutions do not undertake administrative tasks,
but rather cultural tasks based on sector-specific laws.
