Plan structure is based on business functions or rather breakdown of activities of cultural institution and not on the basis of framework of the classification code plan contained in the Annex of the Decree on Administrative operations whereas it includes excessive administrative content and not enough specific documentation or documentation inherent to cultural institutions. Furthermore, cultural institutions do not undertake administrative tasks, but rather cultural tasks based on sector-specific laws.
