Paper analyses social strategies that were developed by the people’s authorities in the area of zone B of the Free Territory of Trieste in the framework of the general and special welfare for children. Some of the features on the field of custody, guardianship and adoption are highlighted and the functioning of the institutions for the protection and education of children and youth is presented in situations of military administration. Because of political and social instability, which are characterised by a strong migratory movements, the authorities favorized institutional care of the socially vulnerable children as a central form of their national institutional protection.
