Description

The author deals with the question of the formation of a Slovene national parliament which occurred in November 1918. At that time the South Slavs of the Habsburg empire were temporarily united in the State of Slovenes, Croats and Serbs which, after fusion with the Kingdom of Serbia, was to become the Kingdom of Serbs, Croats and Slovenes on 1.12.1918. In November 1918, there was a political body (the Slovene National Council) in Slovenia, which was formally empowered with the competence normally possessed by the parliament in a parliamentary system. This was an important feature ot the political autonomy achieved by Slovenia in the short existence of the State of SCS.

      • Avtor obravnava vprašanje oblikovanja slovenskega nacionalnega parlamenta v novembru leta 1918, tj. v času obstoja posebne Države Slovencev, Hrvatov in Srbov prek katere so se habsburški Jugoslovani 1.12.1918 skupaj s Kraljevino Srbijo združili v Kraljevino Srbov, Hrvatov in Slovencev. Ugotavlja, da je novembra 1918 na Slovenskem obstajalo politično telo (slovenski Narodni svet), ki se mu je formalno priznalo pristojnosti, kakršne ima v parlamentarnem političnem sistemu njegov nosilec - parlament. To je predstavljalo eno izmed pomembnih značilnosti politične osamosvojitve, ki so jo dosegli Slovenci v kratkotrajnem obstoju Države SHS.
