On March 13, 1848, the revolution erupted in Vienna. The government, especially Franz Baron Pillersdorf, the Minister of the Interior, in cooperation with the estate central committee, drafted a constitution that took effect on April 25, 1848. The enlarged provincial estates reorganized in to provisional provincial diets and spent most of their time dealing with the issue of land redemption. The imperial diet (Reichstag) voted for the land redemption act and was involved in dravving up a draft constitution but in March 1849, Franz Joseph, the new emperor, ratified the imperial constitution that had been submitted by the council of ministers and dissolved the imperial diet. This marked the beginning of a major change in the state organization.
