It was in the wake of the first session of the Slovene Council of NationalLiberation, which was hekl in February 1944, that the National LiberationMovement in Slovenia began to systematically build popular power on the basisof the conclusions that had been reached during the second session of theAnti-Fascist Council of the National Liberation of Yugoslavia as well as on thebasis of, and through, the fully developed circumstances - both internal andexternal - within the framework of the Yugoslav Revolution. Thesecircumstances called for the formation of the elements of public law and theestablishment of an appropriate internal organization. The author deals with anddescribes the organization of the Presidency of the Slovene Council of NationalLiberation, and covers also its activities.
