Description
The article deals with the second half of the 19th century when the Hapsburg monarchy reorganised its administration by means of the so-called February Patent, issued on February 26. 1861, through which it established the administrative structure which remained unchanged until the fall of the monarchy. The February Patent of 1861 abolished the provincial diets, and their property and activities were taken over by the Provincial Council and its executive body, the Provincial Committee. The preserved materials of the Provincial Committee and its offices reveal a high level of administration. This high level of efficiency can be ascribed to diligent and welleducated clerks, and well-thought-out instructions for office administration and working conditions based on provincial laws.
