The adoption of the 1963 Constitution represented the
synthesis of theoretical solutions and practical results
achieved in the development of self-management system
from 1950 onwards. The entire period is characterised by
great instability in the jurisdictions of administrational
agencies of the republics, although at the same time we can
observe a much more stabile situation as in the first postwar
period. At least in the first part of the period, the
politics i.e. the Communist Party still exerted a profound
influence on administration.
