The article deals with the organisation of provincial
and local state and autonomous administration in
Carniola in the second half of the 19th century, when
alter the reorganisation of the national administrative
bodies, the Hapsburg monarchy established the administrative
structure which was preserved until its collapse.
In this period, the newly established ministries and parliament
started to operate in Vienna, the deputies or provincial
governments were organised at the provincial
level, and circles or districts were established at the local
level. The provincial autonomous bodies were represented
by provincial boards, and the local bodies by
municipalities. In short, the period is characterised by the
formation of a stale apparatus which administered provinces
on behalf of the government and ministries in Vienna,
as well as by the development of the so-called
provincial autonomy.
