      • After the establishment of new Yugoslavia in 1945. the organisation of administrative bodies on the local level also changed fundamentally. The agencies representing the state administrative authorities became the people's agencies.""which operated according to the principle of subordination. The period is characterised by a centralists apparatus of the state. The regional, district, city's, town's, quarter's, and (in 1947) area's people's agencies were established. As the state wished to decentralise its organisation, the bodies known as communes were established in 1952. which gained power steadily over the years. The communal people's committees were established, which in 1955 became the* most important local authorities. Until 1965. the district's people's committees had higher jurisdiction than the communal people's committees, although they were throughout this period, slowly losing their competences. Still, in the period from 1945 to 1965. the districts were the most stable clement of authority on the local level. In 1965. the communes became the only authority on the local level. These were led bv the communal assemblies from 1963 onwards. In 1994. the communes were abolished, and their competences transferred to administrative bodies. In the same year, the communes were re-established as municipalities. These are. however, no longer state administrative bodies, but carry out the functions of local self-management.
